Not great...
To me, it looks like a badly drawn character, polished up with an over-the-top colouring job that essentially shows potential, and skill. What you lack, is the capacity to colour the lines you've drawn appropriately. Ever try cel-shading? It packs a right punch if you can do it right.
Try out some new colouring techniques, maybe overhaul this piece entirely with MATCHING STYLES. The palette you used is too...random? If you want psychedelic, you can still achieve that through simple colours that harmonize with each other. Rainbow pastels with a blue filter make for a lazy looking background.
